The First Test...
From a Typhoon...

On October 9, 1973, Typhoon Nara attacked the east coast of Taiwan, devastating the area between Yuli and Taitung. The dead and missing numbered more than 100. At that time, Tzu Chi had only US$2,500, and there were still problems finding funds for the following month’s distribution to the poor.

The Master estimated that US$15,000 were needed to help the victims of the typhoon. This relief program was the largest challenge for Tzu Chi since its establishment seven years ago. From initial inspection of the disaster area to solicitation of funds to the listing of aid recipients, the whole process became the model for Tzu Chi’s international relief activities thereafter.
